Site Assessments Related to Property Transfers
The purpose of a Site Assessment is to evaluate the potential for environmental liability based upon the current condition of a property and its prior use. Connecticut as well as other states, have enacted legislation that directly or indirectly effects the transfer of property. In Connecticut this is the Super Lien Law which states that the State of Connecticut has first lien to any assets of a property to recover costs resulting from clean-up of contamination at the property by the State of Connecticut. In addition, Connecticut legislation also requires certification (in the form of a Negative Declaration) that commercial/industrial "establishments" have not been adversely impacted by hazardous wastes or that, if the site has been impacted, appropriate steps have been taken to address environmental impacts in accordance with State/Federal regulations and guidelines. In essence, it must be demonstrated that on-site hazardous wastes are being managed in accordance with hazardous waste regulations. As a result of these regulations, lending institutions now require environmental assessments of many sites prior to approving loan applications.

CCA conducts Phase I Assessments using information from current owner/tenants, previous owner/tenants, environmental regulatory databases, municipal files and personnel, environmental regulatory files, published information and maps, and a site walkover survey. A Phase II Assessment, which includes actual testing of on-site environmental conditions, should be conducted if any potential for environmental liabilities is discovered during the Phase I Assessment. Phase III Assessments (additional testing to more fully define the extent of environmental impact) and possibly site remediation may be required depending on the outcome of Phase I & II Assessments. CCA can provide full assessment services, as well as design and supervision of remediation activities if found to be necessary.

Geological/Hydrogeological Assessment And Remediation Services


CCA offers a wide variety of Geological/Hydrogeological assessment and remediation services ranging from definition of contaminant plume boundaries and evaluation of Aquifers for water supply protection/development to the design and supervision of soil/groundwater clean-up programs.

Services that CCA can provide include:

  • Installation and/or periodic testing of monitoring wells;
  • Electromagnetic (EM) conductivity and magnetometer surveys;
  • Soil gas surveys;
  • Discrete interval in-well packer testing;
  • Computer groundwater flow and contaminant transport modeling;
  • Computer soil gas modeling and design/construction of soil gas venting systems;
  • Site remediation feasibility studies;
  • Soil/groundwater remediation program design and construction supervision;
  • Complete geologic characterization of aquifers and recharge areas;
  • Safe yield determinations of existing or potential well fields;
  • Determination of safe yields for wells based upon well design to minimize the required frequency of well maintenance, and to maximize the life expectancy of well components;
  • Studies for artificial recharge yield improvement;
  • Optimum pumping strategies to maximize yields or minimize contamination impact;
  • Well field production evaluations; and
  • Safe Drinking Water Act compliance strategies.

Waste Management/Regulatory Compliance Programs


CCA personnel have been involved in hazardous materials/waste management and related projects since RCRA regulations were promulgated in November 1981, and have provided engineering and geology services for National Priorities List Sites. Services include RCRA Part A and Part B Permit Applications, RCRA closure and groundwater monitoring/compliance plans, hazardous waste management training, waste analysis plans, inspection plans, closure supervision, soil and groundwater studies and remediation, contaminated river/lagoon sediment dredging and dewatering studies, OSHA health and safety plans, wastewater discharge permit application preparation, management and engineering for Superfund sites, and consulting on other associated regulatory compliance issues.

In addition, our services include preparation of spill prevention, control and countermeasures (SPCC) plans, stormwater pollution prevention plans (SWPPP), and associated monitoring and design services. Air emission reporting and fugitive emission studies/permitting and associated Clean Air Act (CAA) services are also offered.

All members of CCA's environmental services staff have completed 40 hr OSHA health and safety training and annual 8 hr refresher courses in accordance with 29 CFR Part 1910.120.

Landfill Design and Closure


CCA personnel have completed numerous water and wastewater projects involving commercial water supply, industrial wastewater treatment and sewage treatment. Services that can be provided include wastewater characterization, treatability studies, conceptual design, detailed design, preparation of equipment plans and specifications, sludge dewatering studies and design, operator training, wastewater operations management, permit procurement, negotiations with regulatory agencies, wastewater facility optimization, preparation of industrial pretreatment programs, treatment plant retrofits, bench-scale studies, pilot plant studies, preparation of operation and maintenance manuals, and treatment facility evaluations.

CCA is qualified for the Small Contractors Set Aside Program with the Connecticut Department of Economic Development.
