STEP 1 Order: Phase I Environmental Site Assessment

New York Sites Standard Fee: $2,300.00

CCA, LLC (CCA) will provide a Phase I site assessment as specified herein. By checking the order box you agree and accept the terms and conditions listed herein.

A Phase I site assessment is performed to identify any potential environmental concerns on-site and/or on adjacent properties that might pose financial liability for the property owner, buyer, and/or lien holder. CCA conducts Phase I assessments using information collected from current owner/tenants, previous owner/tenants, environmental data bases, municipal files and personnel, environmental regulatory files, published information and maps, and a site walk-over survey. Our assessments are performed pursuant to the requirements set forth in the Site Characterization Guidance Document as published by the Connecticut Department of Environmental Protection (CTDEP), September 2007, and in accordance with ASTM Standard Practice E 1527-05 guidelines.

PHASE I SCOPE OF SERVICES

The scope of services presented below summarizes the investigative activities that will take place as part of the Phase I environmental site assessment for the above-referenced property:

  1. Visually observe accessible areas on the site to identify any apparent environmental concerns that may be present.

  2. Visually inspect for the presence of deteriorating potentially lead-based paint, and friable asbestos containing materials (ACM). Confirmation sampling, if requested, would be performed at an additional cost as part of a separate "Phase II" site assessment.

  3. Perform a drive-by-visual survey of the adjacent properties and surrounding area.

  4. Review Municipal land ownership records to aid in determining current and historical subject site use.

  5. Perform a computer database search to evaluate the subject property and surrounding properties relative to Federal, State, and local environmental status listings. CCA intends to use First Search Technology Corporation of Dedham, Massachusetts as a subcontractor for the computer data base search.

  6. Contact appropriate local and State officials, and review readily available files, publications, and other pertinent materials (e.g., aerial photos, historical maps, municipal directories) in order to obtain information regarding the existence of notable conditions, land use, and environmental concerns on the subject site and surrounding properties.

  7. Summarize the results of the above listed task items in a report that will include the following:

    • Location map;
    • Site plan (if available);
    • Site/local area description and ascertained history;
    • Review of utilities/water supply;
    • Site observations regarding the presence of environmental concerns;
    • Description of the site and surrounding area environmental setting including geology, groundwater/surface water use and classification, wetland status, and flood plain status;
    • Description of aerial photographs and maps covering the site and surrounding area;
    • Transfer Act, Superfund and RCRA status;
    • Computer database printout from First Search Technology Corporation;
    • Description and/or copies of any other pertinent environmental records (specific file contents, permits, violations, orders, documented spills, underground storage tank registrations, etc.) covering the subject site and surrounding area;
    • Summary of noted environmental concerns; and
    • Conclusions and recommendations for further action, if further action is deemed appropriate.

Qualified, experienced CCA employees will perform the above tasks. The work in progress and final report will be monitored and reviewed, respectively, by a State of Connecticut Licensed Environmental Professional (L.E.P.) employed by CCA.

PHASE I ESA FEES AND SCHEDULE

The Phase I ESA scope of services described above will be performed for a lump sum fee of $1,950.00. This cost includes two copies of a Phase I environmental assessment report for the site that will be prepared within two to three weeks of your authorization to proceed. We will alert you (via telephone or email) of issues that may affect report timing or results. If additional services are requested which are outside the scope of services described above, these services will be performed on a time and materials basis or per separate proposal describing such services (e.g. a subsurface investigation).
